Fortunately, since iOS 16, the Files app on the iPhone has the option to provide password, so as to ensure the security of saved PDF files.

Lock PDF with iPhone Password
- Open Files
- Open PDF documents
- Tap the drop-down menu at the top, close to the PDF file name. Then tap the Lock PDF option
- Enter the password and repeat as confirmation. If you have tapped Done
- When you return to PDF file view, tap the Done option to save your settings
When finished, you will find the PDF file with a padlock logo, which means the file is locked. You can tap and enter the password if you want to access it
